Well I suppose their biggest problem is that bizarre framerate of 29.97 or 
something. To make it all worse some systems are using 30fps (especially 
monocrome systems)

I wouldn't say so, interlacing is an interresting way of compression, you get 
twice the framerate for the same data. Anyhow mencoder can deinterlace 
interlaced video extremely well. If it's intended to stay "video" then I'd 
definitely go for interlacing, if you plan to use it for progressive displays 
then deinterlace it or try to get real progressive equipment.
