okay, it does work. but i think the cure is worse than the disease.
since the stream contains numerous "dropouts" from progressive mode,
you still need decimate to get to 24fps, and then the points where
the telecine code kicks in and out mess up the decimation; there
are 2 duplicate frames in the output each time the telecine is lost.

so i guess i'll just use decimate, which should actually work
perfectly on this material. before it would sometimes drop the
wrong frames.
