Taking "you" to mean mplayer-users :), I would consider 0% to be the
correct percentage.

I don't think anything other than 0 and 100 would be options, and 100%
implies the task has been completed.  In another way of thinking about
it, if the percentage mark measures:
completed blocks of work (in this case, frames) / total blocks of work,
0 / 1 = 0.
